Stephen Niman – Partner

11th Hour Service ExecutiveStephen has overall responsibility for 11th Hour’s Advisory. His duties include leading business development, strategy and delivery for Federal and DOD clients. Stephen has a reputation for developing and maintaining strong client relationships and a demonstrated ability to deliver teams of outstanding consultants on time.

Prior to founding 11th Hour, he was with Deloitte Consulting responsible for the planning and implementation of Deloitte’s Human Capital strategy for their Intel team. Previously, he was with BearingPoint, where he led a team in support of DOD and OSD teams.

Stephen studied Political Science at Indiana University. He is a veteran of the US Army.

 

Alin Popescu – Partner

11th Hour Service Executive Alin has overall responsibility for the executive recruitment service line of 11th Hour. In his role, Alin is responsible for executing 11th Hour’s strategic plan including business development, recruiter development, client satisfaction and the overall growth of the recruiting service line.

Alin has 15+ years’ experience in executive recruitment and has developed a reputation for outstanding client service. His demonstrated ability to identify high caliber talent and his speed of delivery has generated a prestigious client following. Alin’s clients have come to rely on his ability to find the right professionals quickly. Prior to founding 11th Hour, Alin was the Staffing Manager at CSC – Federal Consulting Practice, where he was responsible for providing full life cycle recruitment for the Federal Consulting Practice. In this role, Alin was instrumental for identifying, hiring and onboarding hundreds of technology professionals, primarily in the Enterprise Solutions, Strategy and Technology Services area. CSC recognized Alin’s ability to deliver talent as key to the success of a major CSC project. Previously, Alin was a Senior Recruiter for BearingPoint, responsible for SAP Public Services practice. Alin started his recruiting career with Cemco Systems, where he specialized in the placement of SAP, CRM, E-Commerce, DBAs, Business Development and Programming professionals.

Alin is a veteran and proudly served his country in the US Marine Corp.

Dave Koch – Principal

11th Hour Service Executive Dave Koch serves 11th Hour Service as Principal and Director of our growing Federal Practice. He is responsible for leading the growth, helping develop the solutions, and managing the project delivery teams serving our clients across the Federal government.

He brings a considerable amount of experience in consulting, project and program management, business management and leadership, client relationship management, business development, and market strategy development and implementation. Dave has an extensive background in developing solutions and delivering technology and professional services including financial management and accounting, IT, and business transformation. He has supported Federal government clients in the Department of Defense, Intelligence Community, and Civilian Agencies.

Prior to 11th Hour Service, Dave held positions with Kforce Government Solutions (KGS) including Senior VP over a portfolio of business units, Vice President of a Financial Management & Accounting Solutions business unit, and Director of multiple Finance & Accounting and IT projects. Dave gained his initial experience as a consultant, team lead, and program manager with Bradson Corporation which was acquired by Kforce to form KGS.

Dave holds a BS degree in Business Administration from the Ohio State University and is a member of the American Society of Military Comptrollers (ASMC) and Association of Government Accountants (AGA).
